Under the Overseas Koreans Act, holders of the F-4 status file a place-of-residence report rather than a foreign-resident registration. They are outside the registered-foreigner statistics and so appear neither on the residence-status page nor in the registered-foreigner figures of the district reports. They are not absent from the country; they are in a different register.
